However, t h e c i t y has earned t h e r i g h t t o a new image and t h e c o l l e g e w i l l do t h e same. However, t h a t does n o t p r e v e n t me f r o m b e i n g k e e n l y aware o f t h e need f o r a c a r e f u l process t h a t g e t s t h e r i g h t answers because i tasks t h e r i g h t q u e s t i o n s . So o u r n i n t h s t e p w i l l be an a g g r e s s i v e search f o r t h eo p e r a t i n g and c a p i t a l funds t odo b u s i n e s s every day as w e l l as t o expand t h e scope o f a c t i v i t i e s . 10) F i n a l l y , and t h i s s t e p i sr e l a t e d t o #9,we w i l l o u t l i n e and d e s c r i b e o u r program w i t h c l a r i t y and i m a g i n a t i o n t o a l lo f those whose l i v e s we t o u c h , whether t h e y be s t u d e n t s , t r u s t e e s , c o r p o r a t e donors o r government o f f i c i a l s . The f i r s t w i l l be a r e s t r u c t u r i n g o fo u r c u r r i c u l u m i n t o seven and p o s s i b l y eight divisions: t h eh u m a n i t i e s , t h es c i e n c e s , t h es o c i a l s c i e n c e s , t e a c h e r e d u c a t i o n , h e a l t h and p h y s i c a l e d u c a t i o n , home economics, business a d m i n i s t r a t i o n and communications. There i sn o t h i n g p a r t i c u l a r l y m a g i c a l about t h i s a l i g n m e n t . However, what i t does i st o g i v e o f f i c i a l acknowledgement t o s e v e r a l phenomena. Among themi s the a l m o s t clamorous demand b y s t u d e n t s f o r p r e p a r a t i o n t o j o i n t h e w o r l d o f b u s i n e s s , i n d u s t r y and communications. i n business. O n e - t h i r d o fo u r s t u d e n t s a r e m a j o r i n g We owe them t h eb e s t p o s s i b l e t r a i n i n g . My second g o a l i st o e s t a b l i s h an a g g r e s s i v e r e c r u i t m e n t program t h a t w i l l , b e f o r e t o ol o n g , b r i n g us t ot h ec o s t - e f f e c t i v e e n r o l l m e n t l e v e l o f1,000 s t u d e n t s . An e x c i t i n g c u r r i c u l u m w i l l , o f c o u r s e , p l a y an i m p o r t a n t r o l e i n a t t r a c t i n g a l a r g e r s t u d e n t body. There a r ea l s o some l o n g overdue c a p i t a l improvements needed t h a t w i l l a l s o s e r v e t o i n t e r e s t h i g h s c h o o l s t u d e n t s i n what P h i l a n d e r Smith has t o o f f e r . We a l r e a d y have a good b u i l d i n g f o r h u m a n i t i e s and t h ef i n e a r t s . We have a r e l a t i v e l y new s c i e n c e b u i l d i n g . However, w i t h i n t h e n e x t f i v e y e a r s i t i s i m p e r a t i v e t h a t we b u i l d a new f a c i l i t y t h a t w i l l house o u r p r e s e n t and p r o j e c t e d o f f e r i n g s i ne d u c a t i o n as w e l l as h e a l t h and p h y s i c a l e d u c a t i o n . I've already Our s t u d e n t s want t h i s e d u c a t i o n and L i t t l e Rock, Arkansas and, i n d e e d , t h e n a t i o n a l la r el o o k i n g f o r w e l l - t r a i n e d b l a d e men andwomen i nt h i s f i e l d . �-6- Why Home Economics? Because t h i s f i e l d i s no longer a program that teaches young women i n s t a r c h e d aprons to c l e a n house and s e t a t a b l e . F r o p e r l y organized, i t can encompass e v e r y t h i n g from c l i n i c a l d i e t e t i c s to f a s h i o n design to r e s t a u r a n t management. S i m i l a r l y , the need f o r a b u i l d i n g to house h e a l t h and p h y s i c a l education i s not intended to be an expensive f a c i l i t y i n which 11 guys i n s h o r t s can play basketb a l l and dream of c a r e e r s i n the NBA w h i l e an adoring student body cheers them on. We a r e t a l k i n g about a f a c i l i t y i n which a l lstudents can e x e r c i s e and t r a i n t h e i r bodies w h i l e t h e y ' r e a l s o expanding t h e i r mental horizons elsewhere on campus. A f a c i l i t y i n which they can prepare f o r c a r e e r s as r e c r e a t i o n l e a d e r s , s p o r t s program d i r e c t o r s , p h y s i c a l t h e r a p i s t s , coaches and s i m i l a r f i e l d s of endeavor. The c o n s t r u c t i o n of these new s t r u c t u r e s w i l l a l s o make p o s s i b l e the r e s t o r a t i o n of Cox H a l l i n t o a f i r s t - c l a s s , coordinated a d m i n i s t r a t i o n b u i l d i n g so that the s i x of us a t t h i s t a b l e and our s t a f f s don't have to earn our keep running around from b u i l d i n g to b u i l d i n g whenever we want to see each other. Cox H a l l , by the way, f o r those of you who don't know i t , i s an h i s t o r i c s i t e — i t ' s the f i r s t home of the U n i v e r s i t y of L i t t l e Rock. ' I t i s my estimate that the c o s t of t h i s p r o j e c t e d c o n s t r u c t i o n and renovation w i l l run i n the neighborhood of about $4+ M i l l i o n . U n l i k e many urban i n s t i t u t i o n s , we a r e b l e s s e d with room to grow. A very wise predecessor of mine. P r e s i d e n t M, L a f a y e t t e H a r r i s , s k i l l f u l l y acquired some 12 c i t y blocks to c r e a t e our campus. Much of t h i s land i s vacant, ready to be excavated and b u i l t upon. We have another c a p i t a l need and t h a t i s f o r an i n c r e a s e d endowment. The i d e a l s i t u a t i o n f o r any c o l l e g e , according to the experts i n higher education, i s to have $1,000,000 i n endowment f o r every hundred students. Based upon that formula. P h i l a n d e r should have about $6,000,000 to help s u b s i d i z e the education of i t s �-7- c u r r e n t s t u d e n t p o p u l a t i o n o f a p p r o x i m a t e l y 600. A n o t h e r $400,000 comes f r o m s e v e r a l sources w i t h i n t h e U n i t e d M e t h o d i s t Church. Those t h r e e i t e m s add up t o $700,000, l e a v i n g a balance o f $3,118,000. I n many c o l l e g e s , 50 p e r c e n t o f t h e budget s h o u l d come from t u i t i o n .
