Rev. Steven M. Arnold '94
Rev. Steven M. Arnold, a native of North Little
Rock, was named Pastor of St. Mark Baptist Church
in February of 1989. At Northeast High School, he
was named All-State and Ail-American in football and track, which led to his recruitment by
several major college and university athletic programs. He attended Louisiana Technical University and Arkansas State University before graduating from Philander Smith College in 1994 with
a B.A. in English. He was called to the ministry in
1982 and ordained as a Baptist minister in 1984. He served as Pastor of
Pleasant Grove Baptist Church in Bald Knob from 1984 to 1988, when he
was named Assistant Pastor at St. Mark in Little Rock.
Among his achievements at St. Mark are: coordinating the move to the
church's new facility in 1994, adding an 8:00 a.m. service to accommodate
rapid growth, implementing a Five-Year Plan to retire the church's
mortgage, overseeing growth from 300 to 3,000 members, implementing
a regional television ministry in 1994, and initiating cooperative outreach
relationships with Immanuel Baptist Church and Fellowship Bible Church
in Little Rock. He has fostered aggressive growth in the outreach ministries of St. Mark, including the Raven by the Brook Food Ministry,
Partners in Christ Couples' Ministry, C A L E B Addiction Support Ministry, Rites of Passage Youth Ministry, and the Young Lions Street Ministry.
His involvement in the community includes serving on the boards of
Baptist Medical Systems and Oasis Renewal Center, chairing the Our
Club Mall Youth Program, and membership in the graduate chapter of
Kappa Alpha Psi Fraternity.
Rev. Arnold is married to Sheila Parker, and resides in Mabelvale. They
have five children, Tramon, Adrienne, Cynthia, Marcus, and Michelle.

Rev. Dr. Cecil Wayne Cone '57
Rev. Dr. Cecil Wayne Cone is a Professor of
Systematic Theology at B .F. Lee Theological Seminary in Jacksonville, Florida. Prior to his appointment to this position, he has served in a variety of
positions in the academic community, including
President of Edward Waters College, Jacksonville, Florida, 1977-1988; Dean and Professor of
Systematic Theology at Turner Theological Seminary in Atlanta; Visiting Professor of Black Theology, Emory University, Atlanta; and Dean and
Professor of A M E Church History and Polity, Turner Theological Seminary, Atlanta, Georgia.
He holds a Master of Divinity from Garrett
Theological Seminary, a Ph.D. in Systematic Theology from Emory University, and an M.A. in Counseling Psychology from the University of
North Florida. In addition, he holds honorary Doctor of Divinity degrees
from Temple Bible College and Seminary, Philander Smith College, and
Payne Theological Seminary.
Rev. Cone's ministerial experience covers a span of nearly forty years,
including pastoring at Saunders Memorial A M E Church in Detroit, at
Little Rock's Union A M E Church, and at Gibbs Chapel A M E Church,
Wayman Chapel A M E Church, and Mt. Olive A M E Church, all in Jacksonville, Florida.
His published works include "The Identity Crisis of the Black Campus
Minister," 1972; "The Black Religious Experience," 1974; "Introduction to
Christian Theology" for the Pastor's Manual of the A.M.E. Church, 1976;
"Why Do the Righteous Suffer," 1978; "The Constitution and the People of
African Descent," 1987; and "The Ethics of Futility in Health Care: Theological, Psychological, and Medical Implications," 1996.
He is married to Dr. Juanita Fletcher Cone, who specializes in Internal
Medicine.
They have three children, Cecil Wayne, Leslie Anita, and
Charleston Alan, all of whom are physicians.

She served as Associate Registrar from 1945 to I
1964, as a member of the Home Economics faculty I
from 1949 to 1964, as Associate Professor of Home I
Economics from 1964 to 1978, and as Director of I
Alumni Affairs from 1970 to 1978. She was made I
an Emeritus Director of Alumni Affairs on her
retirement in 1978. During her tenure, she served as advisor to student
organizations, including 30 years with Alpha Kappa Mu Honor Society,
and 10 years with Alpha Kappa Alpha Sorority.
A C u m Laude/First Rank in Class member of the Class of 1945, her
numerous awards and citations at the local, state and national levels clearly
demonstrate she has achieved her life ambition to be somebody.
Rev. Henry Wilkins I V
A native of Pine Bluff, Rev. Wilkins holds a
Bachelors from the University of Michigan/Ann
Arbor, and a Master of Divinity from the St. Paul
School of Theology in Kansas City, Missouri. He
has done additional graduate study at the University of Arkansas L a w School/Fayetteville. He is
an Elder of the Little Rock Conference of the
United Methodist Church. He has served in a
number of pastoral positions in Kansas City, Missouri, Dallas and Carrollton, Texas, and currently
is Senior Pastor of St. James United Methodist Church in Pine Bluff and
Campus Minister at UAPB. He is active in the Jefferson County community, serving in numerous organizations including Rotary International,
the Greater Pine Bluff Chamber of Commerce, Partners for a Better Pine
Bluff, and the Jefferson County Clergy Conference.
�COMMENCEMENT AND REGALIA
C O M M E N C E M E N T
The term "Commencement" derives from a practice in the Medieval University where it was
customary for a candidate for an academic degree to present a public lecture or disputation to
the faculty and other scholars gathered to hear it. If the disputation was successfully defended
and accepted, the candidate was "Admitted" to the degree "with all the rights, privileges and
responsibilities thereunto appertaining." This first public lecture or disputation was originally
called an "Inception." It signified the beginning or "Commencement" of the scholar's
academic career in the degree to which he had been admitted. The ceremony surrounding this
inception or "graduation" has subsequently come to be called Commencement. Today,
Philander Smith College celebrates its 121st Commencement.

R E G A L I A
The distinctive dress associated with academic processions and convocations dates from the
Middle Ages, when long-sleeved-hooded gowns were necessary for warmth in the unheated
stone colleges. Most of the scholars were clerics in holy orders, and they wore cloaks to which
were attached hoods that could be pulled up to cover their tonsured heads. Over the centuries,
much diversity occurred in academic costumes. To bring some order to this diversity, in 1894
in the United States, the Intercollegiate Commission met in New York and agreed on a code of
academic dress which has become the standard for most colleges and universities. According
to this code, both the styling and color of the regalia have significance. The design of the gown
indicates the degree. The bachelor's gown is simple, with a full sleeve. The master's gown is
much like the bachelor's, except for the long sleeves, which hang loose. The doctor's gown is
fuller and more elaborate. It has velvet edging and three velvet stripes on the full sleeves.
Usually, the color of the gown is black. Hoods, which are worn over the gowns, are similar for
all degrees, although differing slightly in length. The candidates for the bachelor's degree
usually do not wear the hood. The hood has a velvet edging which indicates the area of the
degree, and the inside or lining of the hood is satin in the colors of the college or university
granting the degree. A partial list of the degree colors to be found on the edge of the hood or
the trimming on the doctor's gown is given below. The usual cap, proper for all degrees, is the
black mortarboard, although some colleges use the beret. Tassels, usually black, are worn over
the left front quarter of the cap for a degree holder and on the right for a candidate for a degree.
Holders of the doctorate may wear tassels of gold thread. Holders may also wear tassels in the
colors of the college or university granting the degree.
