Dr. Stephen W. Christian is the pastor of Bountiful Blessings Fellowship in Little Rock, Arkansas.
He is Assistant Bishop of the Fellowship of Christian Churches Inc. He is a Professor of Biblical
Studies at The Exodus School of the Bible in Cleveland, Mississippi. Dr. Christian received his
Doctorate of Ministry in Christian Counseling from The Institute for Teaching God's Word
Theological Seminary in Rockdale, Texas. He was awarded a Doctorate of Apostolic Ministry
for his church planting endeavors. He has received commendations from The Texas House of
Representatives and The Arkansas State Senate for his educational accomplishments and
community involvement. Dr. Christian is also a National Recording Artist and accomplished
musician. He and his wife Masako (an educator for the Pulaski County Special School District)
have three daughters.

The Honorable Mr. Rodney E . Slater was unanimously confirmed as the nation's 13th
Secretary of Transportation in 1997 and served as Secretary until the end of the Clinton
Administration in 2001. He then joined Patton Boggs as a partner in its public policy
practice group in Washington, D.C. His work at the Department of Transportation
(DOT) forever altered America's and the world's appreciation of transportation as more
than just concrete, asphalt and steel. Before joining the Clinton Administration, Slater
held several positions in Arkansas including The Governor's Special Assistant for
Community and Minority Affairs, Assistant Attorney General - Litigation Division of the
Arkansas State Attorney General's Office and Secretary-Treasurer of the Arkansas Bar
Association. He also served as liaison for the Martin Luther King Jr. Federal Holiday
Commission. Slater earned his law degree from University of Arkansas Law School in
1980.

Mr. Oscar Hamilton — Doctor of Humane Letters, Posthumous Award
Mr. Oscar Hamilton was born May 15, 1923 in the Millwood community
of Little River County, Arkansas. He served his country in the United
States Navy from 1943 to 1945. In 1952 he was graduated cum laude
from Philander Smith College with a Bachelor of Science in Mathematics
and Chemistry. At PSC he served as President of the senior class and was a
member of Alpha Kappa Mu National Honor Society. He was also a member
of AEA/NEA and Phi Beta Sigma Fraternity. Hamilton served 34 years in
the Foreman Public School System where he held posts as Principal, then
Assistant Superintendent for the Unity Public Schools. During his years as
principal, he returned to school to earn a Master's Degree in Public School
Administration from the University of Arkansas at Fayetteville. For his
work in the field of education, the Foreman Board renamed the former
Unity Campus as the Oscar Hamilton Upper Elementary.
Dr. Georg G . Iggers — Doctor of Humane Letters
Dr. Georg G. Iggers was born in Hamburg, Germany in 1926 and grew up
in a Jewish family. He and his parents fled Nazi Germany in 1938,
immigrating to the United States where he became a naturalized U.S. citizen
in 1949. Dr. Iggers served as Associate Professor of Modern Languages
and History at Philander Smith College from 1950 to 1957. His wife Wilma
also taught at PSC and their three sons were born here. While at PSC he
helped gain admission for PSC students to the Little Rock Public Library
and served on the education committee of the Little Rock Chapter of the
NAACP. Dr. Iggers also worked on preparing law suits, including the one
against the Little Rock Board of Education, to help bring about the
desegregation of the public schools. He has held posts at many universities
in the U.S. and has had a number of visiting appointments in Europe,
Russia, China and Australia.

Dr. Lou Rawls — Doctor of Humane Letters
Dr. Lou Rawls' voice is as distinctive and recognizable as any in music. In
his 40-plus years as a recording artist, his accomplishments include: more
than 70 albums, three Grammy Awards, 13 Grammy nominations, one
platinum album, five gold albums and a gold single. Rawls' music has
gone the full spectrum — from gospel to blues to jazz to pop and he has
been one of the most successful and influential of artists. Rawls has also
excelled as a humanitarian, performing a series of concerts for American
military personnel around the world, and participating in an annual
telethon for the United Negro College Fund whose proceeds are more than
$200 million. His work for the UNCF has been a joy and a gift to the
UNCF member institutions — for which he has been awarded numerous
honorary doctorates. Rawls has received many other honors over the years
for his contributions as an entertainer and humanitarian.

COMMENCEMENT
The term "Commencement" derives from a practice in the Medieval University where it was customary for a
candidate for an academic degree to present a public lecture or disputation to the faculty and other scholars
gathered to hear it. If the disputation was successfully defended and accepted, the candidate was "Admitted" to
the degree "with all the rights, privileges and responsibilities thereunto appertaining." This first public lecture
or disputation was originally called an "Inception." It signified the beginning or "Commencement" of the
scholar's academic career in the degree to which he had been admitted. The ceremony surrounding this inception
or "graduation" has subsequently come to be called Commencement. Today, Philander Smith College celebrates
its 125th Commencement.
ACADEMIC
REGALIA
The distinctive dress associated with academic processions and convocations dates from the Middle Ages, when
long-sleeved, hooded gowns were necessary for warmth in the unheated stone colleges. Most of the scholars were
clerics in holy orders, and they wore cloaks to which were attached hoods that could be pulled up to cover their
tonsured heads. Over the centuries, much diversity occurred in academic costumes. To bring some order to this
diversity, in 1894 in the United States, the Intercollegiate Commission met in New York and agreed on a code of
academic dress which has become the standard for most colleges and universities. According to this code, both the
styling and color of the regalia have significance. The design of the gown indicates the degree. The bachelor's gown
is simple, with a full sleeve. The master's gown is much like the bachelor's, except for the long sleeves, which hang
loose. The doctor's gown is fuller and more elaborate. It has velvet edging and three velvet stripes on the full sleeves.
Usually, the color of the gown is black. Hoods, which are worn over the gowns, are similar for all degrees, although
differing slightly in length. The candidates for the bachelor's degree usually do not wear the hood. The hood has
a velvet edging which indicates the area of the degree, and the inside or lining of the hood is satin in the colors of the
college or university granting the degree. A partial list of the degree colors to be found on the edge of the hood or
the trimming on the doctor's gown is given below. The usual cap, proper for all degrees, is the black mortarboard,
although some colleges use the beret. Tassels, usually black, are worn over the left front quarter of the cap for a degree
holder and on the right for a candidate for a degree. Holders of the doctorate may wear tassels of gold thread. Holders
may also wear tassels in the colors of the college or university granting the degree.
